Universities are skill development centers of the society. It is the grooming place where manpower required for the future growth of the society is developed. The Universities contributed extensively towards the remarkable progress that our country has achieved all through years in different sectors. However, proportionate progress is not reflected in the University system. Moreover, many a times, the Universities are lagging behind in properly utilizing the limited resources at its disposal. One of the important factors that lead to the present situation in our universities is the poorly managed manpower in the administrative system. The proper functioning of any organization depends upon how effectively its manpower is utilized.
We are living in a world, which is continuously changing and the pace of change is extremely progressive and also in diverse direction. To meet out the enormously complex developmental needs of the society, the Universities need to be equipped with a very vibrant, effective, flexible and dynamic administrative system.
To deliberate on the issue, a conference was organized jointly by the University Grants Commission and the Association of Commonwealth Universities on Human Resource Management Techniques in India Universities during 3-4 November 2009 for Vice Chancellors of select universities.
The Conference considered among other things,
- The application of HRM Techniques and establishment of HR departments in Indian Universities
- Measures to bring greater coherence to HR planning, policy making and practice to make maximum contribution to institutional objective.
In continuance to the discussions made in the above conference, it has been decided to establish a Human Resource Development Cell in the University, which will look in to various issues relating to the human resource development and management in the University administrative system and suggest appropriate measures for better results and thus bringing in the required dynamism, flexibility and responsiveness to the needs of the society in the University administrative system.

Short Term Course (one-week) on Excellence in Higher Education is being organized by UGC-Academic Staff College, BHU in association with HRD Cell and Faculty of Management Studies from 23-29 February 2012.
The programme is for Professors and Associate Professors from different departments of the University and will be held at FMS, BHU.
Duly forwarded nomination should reach the Director, UGC Academic Staff College on or before 30th January 2012.

Two-day Communication and Soft Skill Training Programme for Assistant Registrars of the Univesity will be held on 2nd and 3rd March 2012.
