He also demanded the government support for the establishment of the colleges of mechanical and technical engineering, industrial chemistry, cloth manufacturing and various crafts. In 1912 while addressing the Provincial Council he raised several issues related to reform in Administrative service & examination. He was in favour of arranging separate examination for administrative and judicial services and voiced it in the Council as well. He wanted to replace Greek and Latin literature and History with Sanskrit and Arabic literature and Indian history. He also demanded that government sponsored scientific colleges and polytechnic institutes should be established in different provinces in the country. Malaviyaji was an ardent supporter of education for women. Addressing the Supreme Legislative Council in 1911, he averred: "It is very painful to deprive half of the society of the light of the knowledge. Like boys adequate arrangement should be made for the compulsory education for girls."
