ORGANIZATION: STRUCTURE

There shall be Governing Council and Board of Management for the Heritage Complex. The Governing Council shall be the chief policy making body and its function shall be to formulate and finalise the policies on long term and short term basis and further to give directions on any aspects of aims and objectives.
The Governing Council shall consist of the following namely:

1.  The Vice Chancellor, BHU                                        ... Chairman

2.  The Vice Chairman to be nominated by the Vice Chancellor

3.  Five eminent persons drawn from various fields for the marked contribution in academic and professional
 areas to be nominated by the Vice Chancellor.

4.  Seven distinguished alumni from India and abroad  to be nominated by the Vice Chancellor.

5.  Five nominees of the Vice Chancellor from amongst those who have contributed significantly for the growth and development of the Banaras Hindu University/Founding/apex Committee constituted for the preparation of the scheme for the establishment of Mahamana Malaviya Heritage Complex.

6.  Three Members nominated  by the Executive Council of the University.

7.  The Directors of the Institutes.

 

8.  The Deans of Faculties.

9.   Two Senior most  Professor of the University.

10. Two senior most Reader of the University.

11. Two senior most Lecturer of the University.

12. The Principal MMV, BHU.

13. The Registrar, BHU.

14. The Finance Officer, BHU.

15. The Dean of Students, BHU.

16.  The Chief Proctor, BHU.

17. The Honorary Director of the Sports Board, BHU.

18. The Honorary Director of MMHC, BHU.

The Members shall have a tenure of three years provided that Ex-Officio Members shall hold office so long as they hold the position

A.  BOARD OF MANAGEMENT



The Board of Management shall consist of the following members:

1)  The Vice Chancellor, BHU                                         ...Chairman

2)  The Vice Chairman to be nominated by the Vice Chancellor.

3)  Two Members to be nominated by the Governing Coucnil of the University.

4)  Two Members to be nominated by the Executive Council of tghe University.

5)  Three nominees  of the Vice Chancellor from amongst the members of the Founding/Apex Committee constituted for the preparation for the scheme for the establishment of Mahamana Malaviya Heritage Complex.

6)  Three members from the alumni to be nominated by the Vice Chancellor.

7)  Two Director of the Institutes  of the University.

8)  Three Deans of the Faculty of the University.

9)  The Registrar, BHU.

10)  The Finance Officer, BHU.

11)  The Chief Proctor, BHU.

12)  The Public Relations Officer, BHU.

13)  The Honorary Director of MMHC.

14)  The Executive Director of MMHC-  Member Secretary.

The Members shall have a tenure of three years provided that Ex- Officio Members shall hold office so long as they hold the position.


B.   The Board of Management shall be the executive body of the Heritage Complex and hold the charge of the Management and Administration, decide ways and means to  carry out the policy assigned by the Governing Council from time to time.

C.    The Board of Management shall constitute the following Committees:

(i) Standing Committee -  for monitoring programmes, preparation 0of projects, finance and resource mobilization, upkeep and such other activities as shall promote the objective of he Complex.

(ii) Academic & Research Committee-  for suggesting  programmes of  acadmeic, research and creative activities.

(iii) Museum Committee- for setting up of museums in Malaviya Bhavan and other memorial.


These provisions come into force with immediate effect.



The Board of Management shall be the Executive Body of the HERITAGE COMPLEX and hold the charge of the Management and Administration, decide ways and means to carry out the policy assigned by the Governing Council from time to time.
The Board of Management shall constitute the following Committees:
(i) Programme Committee
(ii) Academic and Research Committee
(iii) Museum Committee
(iv) Administrative Committee
The Academic and Research Committee can invite and confer honourary fellowship.

 

MEMBERS

 

There shall be the following types of members for the Mahamana Malaviya Heritage Complex:
1. Founder Members
2. Life Members Rs. 2,000/-
3. Institutional Members Rs. 50,000/-
4. Hony. Members Conferment
5. Hony. Fellows Conferment
The Committee emphasises that the Mahamana Malaviya Heritage Complex has necessarily to function within the framework of the BHU Acts & Statutes Section 10 & 11. Further under the provision of Section 15 (XVIII) and section 18 (IV), (X) and (XXV) the Executive Council and the Academic Council can delegate and permit autonomy.
The Committee also recommends that there should be two types of fund:
(i) Corpus Fund, University grant, out agencies and donations.
(ii) Maintenance grant
Since a head of account under Special Fund is to be created in the name of MMHC, it is recommended that the seed money presently available be augmented through a well designed collection drive locally, nationally and internationally so that the special fund account has sufficient corpus to provide adequate interest to permit the complex to be self-viable and support some of the programmes undertaken on the direction of the Governing Council and the Board of Management.
The Committee reiterates again that this fund be not re-appropriated for any other activities than to meet the aims and objectives of the complex.
The thrust of the recommendation is that the research and academic programme taken up by the complex should be within the scope and ambit and in consonance with the objective as spelt out in the report. Both research and academic programme in the complex be of a level which would serve as becon light to the entire nation. It is emphasized that the academic programme of the complex will not lead to any degree/diploma of the University but shall function as an institution of research for specialized studies/special centre.
It is the pious hope of the members that the Mahamana Malaviya Heritage Complex shall develop as a zone of serenity and peace and radiate its cosmic vision to serve as the LIGHT HOUSE to throw celestial  light to steer the present and future generations to develop into living embodiment of enlightenment towards a purposeful life.
The Committee is of the view that in order to implement the recommendations contained in the report, it is necessary that the Vice-Chancellor decides ways and means to speedily implement the spirit in which these recommendations have been made.
